| History PACT was begun as a 501(c)(3) organization in 1981 by families who had relatives with disabilities. Concerned about the future care of their relative, founders established the agency to assure there would be guardianship and related services for the person when parents were no longer able to function in that capacity. In the late 1980s, PACT began the delivery of an array of state-funded services known as independent service coordination for people with developmental disabilities. In 1997, PACT was awarded the Child & Family Connections (CFC) state grant for DuPage County. This program has grown into our largest program, serving over 1600 children annually, ages 0-3, who have developmental disabilities or delays. The CFC program moved our agency into full life-span service coordination, an aspect of our mission that is of practical, ethical and philosophical importance. PACT staff members are often the only method of help available to people with developmental disabilities in DuPage. PACT currently serves approximately 2,300 people annually.
